8.5x11, looseleaf mimeographed report, 30 pp. plus 14 fold-out exhibits, including two foldout maps depicting Oakland and Alameda and a dozen exhibits displaying technical details of the proposed tunnel and tube.

The Posey and Webster Street Tubes are two parallel underwater tunnels connecting the cities of Oakland and Alameda, California, running beneath the Oakland Estuary. Both are immersed tubes, constructed by sinking precast concrete segments to a trench in the Estuary floor, then sealing them together to create a tunnel. The Posey Tube, completed in 1928, carries one-way (Oakland-bound) traffic under the Estuary, while the Webster Street Tube carries traffic from Oakland to Alameda. Although recommended by this report in 1941, the Webster Street Tube was not completed until 1963. It's companion Posey Tube is the second-oldest underwater vehicular tunnel in the US, preceded only by the Holland Tunnel. It is the oldest immersed tube vehicular tunnel in the world.
This report, by Bridge Engineer George D. Whittle, describes the geographical setting, traffic and connection issues, financing and costs. One map is 18x11"; the larger map is approx. 42x18", with colored notations. Other exhibits include diagrams of the existing and proposed Tubes, charts of traffic and speed voluemes, origin and destination counts, and tentative layouts.

Condition: Good+. The mimeographed report and most of the exhibits are clean and bright. The smaller map has some discoloration at right; the larger map is clean but has a 9" closed tear at the binding edge. The report is two-hole punched in a brick-colored Accobind folder, typed label on front. Moderate wear to the covers with some small tears and staining to the label
